Florida Teens Laugh, Joke While Disabled Man Drowns (Video)

A disturbing video (below) has surfaced of some teens in Cocoa, Florida, laughing, cursing and joking while a 32-year-old disabled man, Jamel Dunn, calls for help and drowns in a lake July 9.

The Cocoa Police Department called the video “disturbing,” but the Brevard County State Attorney’s Office said the teens cannot be prosecuted under state law, notes Florida Today.

“We not fixing to help your a**!” yelled one teen. “Ain’t nobody fixing to help you, you dumb b****. You shouldn’t got in there, dumb a**.”

Dunn can be heard struggling in the water, and wailing.

“Yeah, b****. You shouldn’t have got in there,” another teen shouted at Dunn.

“Oh, he just died,” a teen said, as the others dissolved into laughter and expletives.

The teens admitted on the video that they could have helped Dunn. They departed the area without telling authorities what happened.

Yvonne Martinez, a police spokeswoman, described the teens’ hateful actions: “He started to struggle and scream for help and they just laughed. They didn’t call the police. They just laughed the whole time. He was just screaming … for someone to help him.”

According to police, Dunn went to the lake after having an argument with his fiancee.

Martinez added: “The kids were at the park that day smoking marijuana and apparently saw him walk into the water. He walked in on his own. They were watching him. They just started recording what happened and watched until he died. Everybody is just horrified by this.”

The police found Dunn’s decomposed body on July 12.

According to police, Dunn was last seen wearing a black shirt with the words: “I’m Blessed,” and a red hat that said: “Only God can judge me.”

Dunn’s fiancee had filed a missing persons report after Dunn did not return home. After Dunn’s body was found, an unidentified friend of the family saw the video on social media and alerted authorities.

The teens, ages 14 to 16, were questioned by police, but will not likely be prosecuted because Florida does not have any good Samaritan laws. The teens were not the direct cause of Dunn’s death, so they cannot be prosecuted for causing him to drown.

Police noted the teens had little remorse for refusing to help Dunn.

Martinez said: “There was no remorse, only a smirk.”

The Brevard County State Attorney’s Office released a statement to Florida Today:

We are deeply saddened and shocked at both the manner in which Mr. Dunn lost his life and the actions of the witnesses to this tragedy. While the incident depicted on the recording does not give rise to sufficient evidence to support criminal prosecution under Florida statutes, we can find no moral justification for either the behavior of persons heard on the recording or the deliberate decision not to render aid to Mr. Dunn.

Dunn’s brother, Simone McIntosh, set up a GoFundMe page to pay for Dunn’s funeral expenses before it was revealed that the teens had watched Dunn die.
